A development proposal for a $21.5 million four-storey retail and healthcare establishment at the Carina Heights Quarter has been lodged.

The development site is currently home to a strip of shops including a jeweller, dentist and denture clinic, coffee shop, and a beauty salon. Winstanley Street Investment Pty Ltd proposed a development plan that will transform the 1,261-sqm site at the corner of Winstanley St and Gallipoli Rd into a modern four-storey building. The development will house various “centre activities”—food and drink outlet, healthcare services, pharmacy, offices, and supermarket.

The Rojo-designed building will have five individual tenancies at the ground level, anchored by a small supermarket tenancy, covering a total area of 292 square metres. Tenancy 2 to the corner of the site will have a covered outdoor deck covering an area of 77 square metres. Whilst a pedestrian walkway from Winstanley St will provide access to the precinct’s interior, lifts, and stair well.

The first level will accommodate two tenancies and a small car parking area with direct access to a building lobby area, lifts, and stair well. Four and three tenancies will be provided at Levels 2 and 3 respectively, along with a roof deck area overlooking Winstanley St and Gallipoli Rd.

The proposed development will cover 99% of the site, distributed as follows:

  • Basement – 74 m2
  • Ground Level – 798 m2
  • Upper Ground – 452 m2
  • Second Floor – 975 m2
  • Third Floor – 646 m2

Vehicular access to site is provided through two-driveway entrances at Gallipoli Road and Bertini Lane. The development plan proposes two-level basement car parking along with a smaller parking space at the first level accessed via Bertini Lane driveway. There will be a total of 62 car parking spaces with two spaces for motorcycle and 2 bicycle racks.
